Airline stocks are taking off Monday morning as investors grow more confident that Washington is closing in on an agreement to end the prolonged government shutdown — even as the industry faces one of its most disruptive weekends in months.


Shares of major U.S. carriers Delta Air Lines (DAL $59.99 +1.87%), American Airlines (AAL $13.80 +3.92%), United Airlines (UAL $99.50 +1.79%), and JetBlue (JBLU $4.50 +3.88%) all rose roughly 2% in premarket trading, signaling renewed optimism from Wall Street.


The rally comes despite widespread travel chaos: according to FlightAware, nearly 1,600 flights within, into, or out of the U.S. were canceled Monday, with more than 1,400 additional delays reported. CNN’s analysis found that this past weekend marked the worst air traffic control staffing shortage since the shutdown began over 40 days ago.


The Transportation Department and FAA have warned that continued furloughs and resource gaps were straining key systems, causing ripple effects across the nation’s busiest hubs. Yet investors appear focused on the bigger picture — the possibility of restored federal operations and stabilized air travel heading into the holiday season.


Market analysts note that airline shares had been heavily pressured throughout the shutdown, not just from travel disruptions but from fears of slower consumer spending and reduced federal support for infrastructure and staffing. The growing likelihood of a deal in the Senate has therefore sparked a relief rally, as markets anticipate normalization in air traffic control and TSA operations.


If Congress finalizes a short-term funding bill this week, it could not only ease the travel bottleneck but also restore confidence in a sector already grappling with higher fuel costs and tight labor markets.
